This is a new change since I last played. My question is: if I create, say, a dominion character - can I choose to start in the pact or covenant zones and do their missions instead of doing the dominion missions first?

    You will start end up in the Dominion's starter island after the tutorial, but yes, you can head straight over to the pact or covenant zones as soon as you get there :)

    Your map will show you the wayshrines for the other faction's zones so it would be easy to just hop from Wayshrine to Wayshrine should you choose to do so.

    I believe that the Prophet only takes up residence in your home faction, though.
