Is re-playing quests normal?

This should be a nice quicky.
Just cleared all the maulborn from Narsis. Got told to report to someone in Mournhold and somehow started the Mournhold underground quest line all over again.
I didn't realise it at first but the more I played the more I recognised things and remembered doing that exact same thing.
So the questions in the title. And why might it have reset like this?
Kinda makes me worry what else has reset and how many quests I'll accept and realise I've already done them in the future.

✭✭✭✭✭I've never had a quest reset, and I've leveled/deleted a lot of alts. The only thing I can think if is that either you're playing through on an alt and are confusing what you did with the alt with what you're doing with the new character, or, you are going back and finding side quests that have a similar theme. I would suspect the Deja Vue effect may indeed come from having done all this on another character...0
