I think the whole of the ep faction on TB EU PC doesn't have this buff. I have never seen a whole alliance not get the buff when they have emp. GG

mook-eb16_ESO✭✭✭✭And again this evening still no buff, after gaining emp. Please fix this, its not just me many pact players don't get the health buff and the buff is not listed on my char sheet. It's been broken for a long time.
