How come potions take a while to cooldown?

Especially in PVE, why does it take about 40 seconds? is there any particular reason for it? to keep people from spamming invisibility or something? I'm just wondering why it takes that long because if I recall it used to be 30 seconds.

DurzoBlint13✭✭✭✭Potions are extremely powerful. You can mitigate the downtime by maxing out Alchemy and putting 3 points into the passive for extended potion time- Medicinal Use. With the passive the effects of most potions will last longer than the cooldown
Invisibilty, however is one of the ones that is much shorter than other potions. Anyone that is not a Nightblade would just spam Invis Pots during PvP if they lasted longer. Which is a good thing IMO. It is bad enough an entire class can just fade away if they start loosing a fight. If they let everyone do that with Pots it would break PvP worse than it is now2 -

Draqone✭✭✭✭For the same reason most ultimates and procsets have cooldowns - balance.
Potions having a cooldown forces windows of vulnerability that you have to play around, especially in PvP and long boss fights.ESO Balance:
