In Amazon they don't charge you until they ship it... don't know how it is with other vendors...
You should be able to add it to your cart and start the process. It will most definitely show what you are being charged today before you click the final confirm.
I assume it's pre purchase.

I'm ordering from the ESO website, not Amazon. The upgrade edition isn't available on Amazon in Canada.
