will every new zone released be classed as a "Chapter" with resulting cost?

now that ZOS have managed to wriggle around everything with their suggestion of "chapters" not being classed as DLC nor expansion, are we likely to see all future zones of the size of Wrothgar being classed as "chapters"?

these chapters, having had their group dungeons removed prior to release so they can be drip-fed to us as the "Dungeon DLC" in Q3

    It's a company, and one that's more interested in revenue than a happy player-base. If you can change the name of a DLC to an Expansion Pack to bypass your own promise about giving all subscribers downloadable-content for free then expect them to be repeat offenders in the future. After all, an expansion pack is downloadable-content, changing the name doesn't change what it is.

    Not necessarily, probably only the really big ones. Like Vvardenfell, and possibly mainland Summerset. Datamined dev maps make Vvardenfell look to be about 2-2.5 times the size of Wrothgar. Murkmire and Mephala's realm will probably be DLC sized zones, as well as the Clockwork city, which was mentioned as being a future DLC specifically in the livestream.

    Each Chapter will be available at retail complete with new box art and packaging. It will contain the Chapter and will include the original game. All standard DLC will still be purchased from the Crown Store or be available to ESO Plus members as part of the subscription, but new Chapter content is available only via retail (including digital retail) game or upgrade purchase if you already own ESO.


    A new content Cadence

    Because we will be regularly introducing Chapters to ESO, we are going to make a small revision to our content delivery cadence, starting this year. We will continue to ship quarterly updates to the game – each with a base patch that has all the balance, quality of life, and bug fixes that you have come to expect. Additionally, we'll have a DLC in the first quarter of each year, a Chapter in the second quarter, a dungeon-based DLC in the third quarter, and a DLC in the 4th quarter.

    It will be interesting to see what a DLC is vs a Chapter by the end of the year.

    This year is going to set the bar for what people will be expecting the next years. A Dungeon DLC already exists and we know the value of one of those already, as for other DLC it will interesting to see if what and how these are (Clockwork City hinted at on stream).

    ESO is the only MMO that I play so I can't care less in spend money on it provided that good content is delivered. I can understand the sentiment from others however. When we first decided to invest on ESO, it was very clear: pay the cost of the game then a monthly fee. Over the years they changed that, surely it is free to play and you don't really need to spend money in the cash shop but now we have an extra content that must be paid separately from ESO+. I don't think people care much to shove an extra $40 on that, mostly is fear of the future since ZOS change the business model often. They were very clear on how they will deliver content, on the other hand they are known for breaking their promises / changing their minds.

    TL;DR: Keep feeding them money at the same rate they keep feeding you fun.
