You can have a decent uptime for Minor Vulnerabilty without it but it requires so much micromanaging that nobody but the ultra organized groups will bother replacing IA with that.
Regarding the topic and OP
I do agree it can be useful but I don't agree that it'll be best in slot for "healer" unless it's a healer who does a good balance of dps in their build.

Concerning the topic at hand, I did many tests with a sorc guildie and it was very unconclusive because at times, he had minor vulnerability up for 80% or more of the time which is great but sometimes less than 40% - we tested on the target dummy that might be different with raid setups but it's a nightmare to identify the real vulnerability uptime as you have to check all combat reports and it's unreliable as hell in terms of when the debuff was really applied during the fight so meh- Furthermore buff tracking is messed up with minor vulnerability and aether right now on PTS which means that when you apply aether and someone applies minor vulnerability, your buff tracking will stop showing you aether all of the sudden which will make it a nightmare to know when it is really applied. So in order to simplify it, Zos actually did not make it easier at all, unless you drop aether completly if you don't want to bother with it.

I've heard Sanctuary is terrible since the radius is so small. Is it really that bad?
Not really when you figure in most raids everyone is typically stacked for most of the fights, and in close proximity for the parts not stack and burn.
