PS4 Orgnum's Scales Set

My and one of my buddy were testing Orgnum's Scales set. Both of us were wearing it. What we both noticed is that we get health recovery bonus when under 60% health but not at 50% bonus. I have 3500 Health Recovery, when Orgnum's Scales procs my health recovery only goes to 4200. That's not a 50% bonus. I should be getting an extra 1700.
