The correct answer is that it depends on your build (including gear and skills slotted/used). I play templars more often than I play nightblades, but I'm pretty sure that if I wanted to do an ultimate generation build I could do it more effectively with a nightblade.

If you use all your tool, nightblade by far.
Both can get 6 ultimate per 12 second, so 0,5 ultimate per second, so 22,5 ultimates per 45 seconds. With a potion, NB also get 20 ultimates each 45 second, so they get 88% more ultimate with passives.
In 60 seconds with 0 ultimate at the beginning, continuous ultimate buff and passive proc on cooldown, a templar will have 210 ultimates, a NB will have 250 ultimates, so nearly 20% more. In 180 seconds, templars will have 630 ultimates and NB 710, so 12,6% more ultimate.

If you speak about a magblade, he also can have 10 ultimates per enemy killed.

Ultimate Generation is not really tied to a class, but gear and more important, playstyle.

So, the question should be ,what build will help me generate the most ultimate in 60 seconds. Class will have a small influence on this, such that Class should not be the determining factor unless you have a favorite ultimate in one Class that costs less than another class's ultimate that suits your build.
Enjoy the game, life is what you really want to be worried about.

I just thought it'd be obvious is all:

    - In 60 secs a NB can chug down 2 pots = 40 Ulti
    - Soul Harvest slotted gives 10 Ulti per kill
    - Transfer Passive gives 2 Ulti every time a Siphoning Skill is used (4 sec cooldown)

Pretty sure those 2 pots alone leave Temps in the dust.

(Damn, MagBlades are Ulti generators :p )

NBs hands down can generate the most ultimate when looking at class skills and passives only.

NB is out of question. People who reply here with "what about Sorc" probably never played as NB or have only one character.
