Knight Errant's set not working?

The set is supposed to give 1177 health for each time I use a one hand and shield ability but when I tested it out I'm barely able to get 700 everytime, and at times it will give me more health, (an additional separate health boost) 700 + 1200, but this only happens about 1 out of 7 times I use an ability. So I'm wondering is there something wrong with the set? Is it not EVERYTIME I use a one hand and shield ability? Is it random? And if so, why am I not getting the right about of health? Why only 700 and not 1177? (BTW, I have 56 champion points in the quick recovery section of the warrior tree)
