Perk "Swiftly Forgotten"

This perk seems to not work while you are offline.
I had a bounty that was around 1300, and with the "Swiflty Forgotten" perk at Rank 2 (69 per 3 minutes) my bounty should have been gone in approximately 1 hour. I logged off and came back 1-2 hours later to see that I still had around 500 bounty left. This seems to work out mathematically with the base 23/3 minute base amount.
