Why would the update be that much bigger? We already have the houses in the game from recent updates. We just can't open the doors.
I think the PTS update that enabled housing was less than 2GB, and I am sure that a lot of files were replace not added. I am not at my gaming PC, but could someone who has the PTS give a size on the Live Folder and the PTS Folder for comparison.

All that means is that the DLC assets are in the main game files, and you "buying" the DLC just means you unlock access to said files.

Right. I'm not complaining about the way that Zenimax does DLC because honestly it's, well...honest. It's not a bad thing, it's just how they handle it. I think the only way it would be a bad thing is if it was like so-called "day one DLC" where the DLC files are shipped with the base game and you are expected to pay to unlock that content. That's not the case here. I think that Zeni just needs to be a little more vocal about the addition of new files and their respective sizes - so that if there is a patch or update that adds bulk to the file size, people will know and can plan accordingly ahead of time. But that's more of a "would-be-nice" than an actual necessity.
