Thank you! It is too late for me, already clicked install and I'm too nervous to break something to cancel it. But might as well be installing won't fix this. So I'll try your way next.
Edit: oh and I do not have ESO on steam. But maybe exe-file is still somewhere.
I just clicked "verify files" in steam for eso and it just deleted all my files and reinstalling again.

I started game from eso.exe, but when signing in, it says I have outdated patch or launcher.
