i recently wanted to redownload on my new laptop, which plays most games pretty well although eso will not launch past the play button, all I will see is a black screen and rotating circle.
here is the fix
ESO plays on relatively low end computers but I suspect your laptop is just too low end for the game. That CPU is best for web surfing and light productivity.
both require the same minimum, yet I am able to play rust with no falter.
Per Steam, Rust has no requirement for dual core. It just says 2GHz minimum. They are different games and I doubt Rust is as taxing on the CPU side as ESO is.
I will say that ESO currently has an issue where it will not play on low settings since Monday's Homestead release. So, you should wait till they patch that before even trying.

Your computer doesn't meet the minimum specs to run the game. I know that some games will still run. But, this game is CPU intensive and you are nowhere near meeting the minimum of an i3 at 2.0gz
