Able to attack innocent is ON.
Outside of Wayrest.
Civilian man and his dog - gray halo.
Pop Cfrags at civie - hostile shade of red bounty fugitive (normal reaction)
Let things cool down then lets see what happens with...
Pop liquid lightning on the area - no reaction. (AOE vs gray civies - normal reaction)
Pop hurrican on the caster and walk up to the civie - no reaction (Aoe vs civie - normal reaction)
BUG OR NO BUG:
Pop Encase (non-damaging dark magic area root - not single target can be cast without a target) - hostile shade of red bounty fugitive (not normal reaction to an AOE by civie)
Pop Shattering Prison - same reaction instantly - not waiting for the damage part of the morph.
So it seems the "vs gray civie" root area of effect IS being treated like a direct attack and affecting the civie while the normal reaction to flat out aoe damage is to have no effect against a gray halo guy.
is this a bug and the root AOE is supposed to act like all other AOE OR is this intended to be a special case for roots or just encase?
