Weapon enchanment question for dps.

I see a lot of people running the powered enchantment to increase weapon and spell damage by 350 for 5 seconds.
is this the top dps enchament now for weapons? Excluding maelstrom and master weapons of course. have always run the fire damage enchament but am considering trying powered.
How long is the cool down for?
