ultis procing, proc sets

I think its very poor design that you can proc, proc set,s with ulti as if some of these ultis are not powerful enough, anyway. personally I dont think any ulti should proc, any proc set, period Does anyone else have any thoughts. obv we know that the no crit changes will make little difference to these op sets, but really do we need ultis procing them?

i say make all procs situational like vicious death is (v.d. procs when you get a killing blow which is when you do the damage that kills the player). here are my suggestions.

red mountain: change it into stamina vs of v.d.
viper: procs 100% on the last tick of damage from a channel or over time melee hit (and actually be melee only as currently bows proc the set and bow is ranged not melee)

I tried destroy ult with rm and of fire in pvp, you get a lot of nice damage ticks but ultimately it performs worse than a proper set up.
