PS4 Pro: NA server. Odd ballooning 2D graphic effects.

I have no idea what causes this. I do know that I never had it when I was on PS4 and now that I'm no the Pro I occasional run into what looks like long distance low detail 2D graphics not converting to short distance high detail 3D graphics. It appears to be more common after a load screen or where ever I'm positioned when I log out.
There have been a range of odd graphical issues since getting the PS4 Pro. But this is the most significant and your guidelines say to keep issues singular.
