Werewolf Light Attacks Not Working as Intended?

It seems like every time i fight someone while in werewolf form i attempt to light stack them for the bleed and to proc Kena, but even if they haven't dodge rolled/don't have evasion up or any other way of dodging my attacks my light attacks still seem to miss as if i'm not using them, it doesn't say the enemy dodged the attack or anything the attacks just swing at the air but don't land on the target. this inconsistency seems to be holding the werewolf back from be dominant in PVP, when the servers are lagging like they have been the last week or so it seems to exacerbate the problem. Has any one else experienced this problem?
