Only my Khajiit, my Argonian and my Bosmer are not wearing it, the first two because they can't and the last one because it conflicts with the antlers (same category, unfortunately).
But here is my vampire, wearing both the Subtle Dark Lashes (hard to see because of her stage of vampirism) and the Tousled Bard Hair Style:
She now looks exactly like I wanted her to look, so I am very happy.Just so that everyone knows, my Altmer still can't have black hair. About a dozen of Altmer NPCs in the game have black hair. Just saying.

✭I don't see anything special about the first two new additions (hairstyle and beard) that would warrant them being special edition and 1000 crowns other than the false demand created by the company by making them limited time offer. Think about the message you send with this, ZOS. What a cheap way to make extra gold.
Anyway, the two things I wanted aren't limited time, fortunately. (Or maybe I would have wanted the bird nest hair if it wasn't so costly...)

@Abeille That stage 2 vamp. So hawt. If only there was more incentive to be stage 2. It seems only stage 1pve/4pvp are the only viable options. Such a shame. I hope one day we get a stage overhaul.

Well, the Khajiit do have an exclusive hair style called "Long Elven Braid", which despite its name and description can't be worn by Bosmer.

There is doubtless so much cultural exchange between Khajiit (especially Ohmes) and Bosmer that I find it incredibly strange that other folks can't wear the Long Elven Braids. ✭Here's a simple image of the Crest with Pony Braid on my Khajiit. It looks pretty good I think and probably worth the 400 Crowns. Being hypercritical, it could do with being slightly bigger (longer, and perhaps ever so slightly thicker). But i'm happy with it overall. Kethba-dro has a fair bit of work to do making furniture, so something practical is essential!

I really like it, but I wish the color of the bands were not so dark when your character have black hair. It looks as if the bands are part of the hair on my Khajiit, which I don't like very much.
