I am connecting via a Lan, I have been using a static IP on my console for some time I also tried using a different IP address as well. I notice you are listing the google DNS I have tried those as well as the Open DNS DNS servers and same result. Also I have heard the same complaints from those on XBOX and PC. So it is doubtful this is on the end of Sony, if you check your forums you can see the many complaints on all the platforms.

Hey there Bryan,
Thank you for contacting The Elder Scrolls Online support team. My name is , and it's my pleasure to be working with you today. As an avid gamer myself, I know how irritating and stressful these kinds of problems can be.
I understand that you're having some major lag issues while playing - how frustrating! I know how difficult it can be to try to complete an Arena when you're lagging badly. I've included some troubleshooting steps below that should help your connection issues:
•Turn off the router for 10 minutes and restart the console.
•Make sure there is no maintenance on the PlayStation Network. You can check the current PSN status here.
•Make sure the most recent system and game updates are installed.
•If using a wireless connection, switch to a wired connection to the router.
You are also encouraged to try changing the DNS settings on the console manually. To do so, you can follow these steps:
1.Go to Settings.
2.Got to Network.
3.Select Set up internet connection.
4.Select Wifi or Lan depending on the connection needed.
5.Select Custom.
6.Set the IP Address Settings to Automatic.
7.Set the DHCP Host Name to Do Not Specify.
8.Set the DNS Settings to Manual.
1.Primary DNS 8.8.8.8
2.Secondary DNS 8.8.4.4
9.Set the MTU Settings to Automatic.
10.Set the Proxy Server to None.
If the above does not help, please see the PlayStation Network Connectivity article here for further troubleshooting.
Please let me know in a reply mail if the above steps helped resolve your issue at all! I'm eager to read it, and hopefully knock this problem out, for good!
Kind Regards,
Gage

Those are not the problem, every player I run into in PVE areas has the same problem. I even encounter it in Maelsrom Arena a solo area. Group dungeons are unplayable.
