Game stuttering

I just re-installed ESO so I could try playing again but I can't seem to get the game to run smoothly. I'm hoping someone can help me out.

I can load in fine and while I'm just standing there looking around the game is smooth. Around 80-100 fps on ultra settings. But when I start to move, the character takes 2 or 3 steps then freezes a split second, takes 2- 3 steps then freezes a split second and it just keeps doing that until I stop moving. Then it's fine again.

If I put the graphics down to minimal it still does the same thing. I've searched the internet and tried many of the fixes out there like modifying the usersettings.ini file and setting up a profile for ESO for my video card and running in windowed mode. Problem persists. I also tried shutting down programs and extra audio devices. Still problem persists.

The system is new and built for gaming and I'm still tweaking and testing it. So far it only has a problem with ESO but everything else works great.

Anyone have any ideas?

    I had this problem too, I had quite a few addons active, deactivating some helped a little, specifically minimap addons have had the most impact, when the map changes from world to city or other smaller areas it really stutters bad.

    Another place where frame rates drop is when I enter a highly populated area.

    Well it could just be me, shared it here thinking you could find it useful.

    This is something that's been happening to me for a long time now, sometimes it gets worse. There was a time when Orsiniun was just a no-go zone for me. The zone of Wrothgar was fine, but the city was just painful to be in.

    I would like to know if anyone finds out anything about reducing this.

    I'm running zero addons since this was a fresh install. Also I'm not in a populated area. Started a new character which is in the Wailing Prison so I'm by myself in that zone. But it does the same thing for all my characters regardless of location.

    I don't actually experience an fps drop. My fps remains constant never going below 80. The game just freezes every couple of steps. It also does it on minimal settings so to me it is not a graphics or frame rate problem.

    I'm thinking it might be lag so I've been testing my internet connection. It tests fine too. I have a pretty good internet package with a wired connection which appears to work perfectly.

    I've been having problems with this game since it was released in 2014. I actually only played for a month or so before I had to drop it because of poor game performance. I picked it up again when it released on PS4 and again only got to play a couple months before poor game performance caused me to drop it again. Now with a new system built to play pretty much any game out there with ease, still getting poor game performance.

    I think it's probably time to just forget about this game unfortunately...... so disappointing.

    Are you guys using anything using any hyper-threading tech? What's your specs?

    This helped me when my game started stuttering and freezing. Right click the desktop shortcut. Go into compatibility. Tick "disable display scaling on high DPI settings". This was suggested after submitting a ticket first half of last year, it fixed the stutter, freezing outside of Cyrodiil.

    You can also tick the box to run the game as administrator.

    Graphics Card, OS, Processor.

    If you're using a processor with hyperthreading, it may improve performance to disable it in the bios.
    Depending on the amount of physical cores you have you may edit the following lines in your UserSettings.txt

    SET MaxCoresToUse "X" -- X being the number of cores your processor has
    SET RequestedNumJobThreads "-1"
    SET RequestedNumWorkerThreads "-1"

    Sometimes gpu smoothing can result in overall lower frames try finding
    SET GPUSmoothingFrames "10"

    and setting it to

    SET GPUSmoothingFrames "0"

    Master Merchant addon causes my game to stutter, so I only activate it when I really need it.
