That's because they're too busy dealing with people who feel entitled to open a new thread every time they have something to say rather than check out an existing one and add their view to it. Besides, forum mods don't run the servers, they have no more clue where the problem is than we do.
Plus, it generally takes a while for the technical guys to establish exactly what is happening and in the event of DDOS attacks it's pretty common practice not to make any formal announcement straightaway so as not to give the scumbags behind it any satisfaction or incentive to continue. The team's priority is to defeat it.

"Takes a while for the technical guys to establish exactly what's happening". You mean what's been happening the past 7 days? We are VERY ENTITLED to open whatever thread we want. We are paying costumers.

There's this idiot out there, who's botting, and then selling wax. Right? And whenever anyone says, "oh, hey, you can't bot," they come back with, "ZOS does nothing about bots evah. Trolololol."
Then we get a thread where the devs actually notice people complaining about botters.
Our little idiot gets a bunch of accounts banned. And we know these aren't just sockpuppet accounts, they were ones he (or she) actually cared about, because they had the loyalty pets out, while botting.
Now, they can't play, and they're pissed. So they do what all script kiddies do, which is get LOIC, or another DDOS tool off 4chan, and start blasting the snot out of the servers. Now, 5 years ago, this wouldn't have mattered, but a bunch of companies have been rushing crap to market with "internet enabled" slapped all over it to lure in derps from the suburbs, because somehow being able to access your facebook feed from your fridge isn't a sign of the endtimes, and Maytag or GE or whomever must have secured that, because, "it just works." So now, we've got five to ten million fridges, microwaves, thermostats and other random consumer appliances that had no hardware security pinging the server.
That sound about right to anyone else?

They've already explained what's been going on recently.
As for opening whatever threads you want, no that isn't an entitlement. It's their forum, they make the rules. There is no entitlement to break them.

Perhaps... but how many DDOS attacks last that long? How many other MMOs suffer from such constant "ddos"?

From what I've seen, the worst of these have actually been pretty brief.

The one thing I don't get... and have never gotten, really, is why ZOS doesn't simply merge duplicate threads together, instead of locking them.

I suspect that the software they are using doesn't allow merging. Or perhaps it does but causes issues.
