DB Contract NPC not showing up

Has anybody else been having issues with the DB Contracts not showing up? The Evermore BS, Oldgate Rivenspire, and Mud Hut Village in Shadowfen. I have been in these locations for a few hours each and the NPC never shows up. Sure it's possible they are getting killed, but in my time there I almost never seen another player, let alone one that is move around trying to use Blade to kill people.
