Endless loading screens

This is a road well travelled: using way shrines or teleporting to another location results in an endless load screen. After several minutes this user dashboarded to the (Xbox One S) console desktop and restarted the client and tried again. Restarting the game and loading the server also tests one's patience and/or the connection to the server times out. I thought these problems were fixed. Long ago.
