Craftable Overworld Sets

I think it would be a great idea if you could craft each zone's overworld set in the capital city crafting station as long as aquired the special scroll of permission that permits it which is required for each set that zone drops. This special pass would be an extreamly rare drop for a world boss in that zone.

I also still wish instead we could just transmog any item to a learned motif like we can do with imperial.
