Try fitting 24 people into the tiny inn room you get as a reward from the housing quest.
Jokes aside, I think that there will be differing values for each house, thought right now I don't know what those are.
I asked the same question last week and the answer was basically "no one knows or has thought to test it to see."

On PTS it was just adjusted so I suspect you will not get a response until release as things have already changed for player count and item count max

Depends on the size of the home – an Inn room can hold a lot fewer players than a Manor. We haven’t yet finalized player caps as we are still performance testing, but it’s pretty safe to say at least 24 players will safely fit into a Manor. Access to your home is permission based, so yes you will be able to allow access to your primary home when offline.

What's really crazy is subbed accounts get a double item cap. I liked the idea but it feels like another cash grab add on to me. I'll happily play the content until it's no longer free and all the really good stuff is in crown store. I also find it shady that Imperial is off limits for people without Digital Imperial Edition. Yet there are no houses in DLC zones(Orsinium, Gold Coast, Hew's Bane) I hope they add them into these zones without a price tag from crown store but I feel they would have already if that weren't the case.
