Reaper's March Population Lockouts + Login Crashes

During the past Thanksgiving weekend, Christmas and NewYears weeks, and now in 2017 on weekends during PrimeTime hours, I've been unable to login characters parked in Reaper's March. The loadscreen tries to login the character over several minutes, the crashes back to the sign-in screen. The message displayed is "Check to see if you have Internet Connection." I reside in Texas (which, I have heard is where the game servers are located), and have Google Fiber gigabit ethernet as an ISP--it is running perfectly. My computer is i6700k, GTX1070, with clean install and only ESO residing on the SSD. The game runs flawlessly, most times. I have two accounts, one being Subscription, and experience this problem on both accounts. The characters are prevented from logging in for hours during peak times, then return to normal when zone population settles down.

Please look into this, and if nothing else, explore the possibility of Subscriber login priority, as some other games do.
