I don't know if anyone had this problem before? Crashes after fully installing from launcher?

First off its a pain trying to get access to these forums for help, second I don't believe Tech support from ESO can help. I need someone who had this problem personally. After I had fully installed this game (Same thing kept happening back in October of last year. But several refunds later here I am) it keeps crashing on me once I hit the play button. A white crash report shows up, and displayed the following information:

I can also include a report file to help further this. Can someone please help me out on this. I haven't been able to play it since late October of last year, and this is only because I had several refunds due to the fact I reported this as a broken product both to G2A and Steam.

    Do you get a similar error when launching the 32 bit version? That and have you tried bypassing the launcher and deleting your usersettings.txt file?

    Yes same with both. There isn't even any usersettings.txt in the live file section of my documents.

    What version of Direct X are you currently running?

    I'm running DX12. Look I'm going to be honest. I've had this same problem since October 23 of last year. I gave up on this big mystery of a problem due to not getting the right answers. My DX is up to date, both video card and cpu is above recommended requirements. Last but not least there isn't any usersettings.txt in My Document section when there should be one generated in the file section of Elder Scrolls Online.

    Not too familiar with Windows 10 but I did run into a similar problem with launching the game in Debian and the game not creating the "live" folder with settings. The problem ended up being the Visual C++ Redistributable. Uninstalling the current version that comes with ESO may be a good start, there was an issue with it previously.

    Yes indeed, should show up under add and remove programs.

    I tried uninstalling Visual C++. Both of them didn't do any good. I still get crashes.
