Best explained on example:
17 CP gives 7,2% healing done => basicly Powered train on legendary item.
98 CP gives 5185 penetration => basicly half of Sharpened trait - harpened gives physical AND spell penetration, so sharpened is 2x 98 cp.
One trait is worth 17 cp, other trait is worth 196 cp.
Look at it, balance it.
