Target Skeletons

I play on Xbox so I'm unable to try the PTS but I just (literally just now) thought of this. I saw in the Homestead trailer that there will be target skeletons and I'm sure to everyone it was a relief to finally see that but I also noticed that they are outside of a delve/dungeon. So my question is if someone is wearing Vicious Ophidian or the magic equivalent will the 3pc not work because you are not in a delve/dungeon? If that's the case than I think doing a DPS test and not being able to get the 5% damage buff is a bit unfair to the PvE players.
