Ok, so a PTS needs to be able to change things rather quickly since it's only for a limited time, with the goal being to test and gather as much data as possible within that timeframe. Both Sony and Microsoft have certification processes that updates have to go through which runs counterintuitive to the goal of a PTS, since cert can take a week or more.
I don't understand why console players don't have the option to download the PTS on PC. I realise not everyone who plays on console has a PC capable of running ESO, but it would still open it up to more people, which would be useful for ZOS because they'd get more feedback.
Of course console players wouldn't be able to use their existing characters, but most PC players only get to do that 1/2 the time because they copy of the NA server, then switch it to the EU one and relatively few people play on both. And for most things template characters work fine.
