Blacksmith not levelling up

Blacksmithing not levelling up when right at the end of the bar, no matter what you create or deconstruct it doesn't go up at all, have logged out for 5 minutes to reset it.
Have also deleted save data on PS4 and the problem still persists.
I'm stuck on level 27 blacksmithing, I have level 40 items for deconstructing, ranging from green to purple, yet it still won't budge
(Note: I'm only level 41 ATM)
