Heavy is crazy good too. There is no reason to run anything other than heavy in open word cyrodiil. I was hoping it got nerfed but honestly until they do something about these stamblades I have to continue to run heavy

This is what I'm scared of. The 2 stam bonuses kept a lot of magicka builds from wanting to use it. Now? Why not?

Heavy armor does near the same damage as medium you call that good spot? Iel. People are still going to stack proc sets and be even more tanky because now you can get jewelry. And mag templars are going to be more cancerous than ever before. They are already very tanky but now they will be more tanky because of the ice staff and have more resources because one of it's skills got changed, combine that with black rose and there you go, infinite resources.

to fix armor balance all they need to do is simply seperate battlespirit buff for each armor class
e.g.if you wear 5 armor pieces of
light - increase magicka by 15% & health by 5%, mag recovery +15%
medium - increase crit damage by 10%, increase stamina & health by 15%, sta/hp recovery +15%
heavy - increase healing taken by 15%, reduce damage taken by 10%, reduce damage done by 20%

+ additional battlespirit for weapons
bow - increase damage done by 10%, +10% poison damage
1handed and shield - reduce damage done to players by 10%, increase hp/sta/mag recovery 20%, reduce damage taken 10%
dual wield - increase damage done by 10%, +10% crit damage
tho handed melee - increase damage done by 10%, +5000 physical penetration
destruction staff - increase damage done by 10%, +10% elemental damage
restoration staff - increase healing done by 20%, hp/sta/mag recovery by 20%,

this would effectively fix lot of issues with HA

Thats a huge slippery slope, heavy is fine which is why it isn't addressed in fact data shows that Light Armor is the most popular in PVP,

Stam blades wear medium armor
Sorcs wear Light armor

If heavy was so OP don't you think NBs and Sorcs would run it?

Stam Blades SHOULD run HA. I'm not saying it's OP, but in 7 heavy, there are very few medium armor players that can match my sustain, mitigation, and damage. It's very strong. I imagine there's so many medium armor NBs because most of them are gankers, don't know what they are doing, or won't sacrifice mobility.
