When you've got plenty of stamina you block with your S&B bar.
When you're low on stamina you block with your frost staff bar.
I don't really see any problem that it addresses, but it definitely adds more to the tank's toolbox.

Is the mitigation and cost the same as s/s? The one hand and shield passives make it much stronger and more functional already.
Did they say you can regen stam now by blocking with a staff? A staff heavy attack isn't the fastest thing in the world. I just don't see the place for it. Sure, the undaunted ability costs magicka, but magicka should never be much of an issue on a tank as you can continue to regen that while blocking.
So in the end we're swapping to a staff bar for....reasons. I can see it very situational, but I don't think the situation exists that really need this. Meanwhile the number of people who will use this as a cool new toy, but not as functional as the old toy, will abound.
