Guards attacking and asking for a fine when I don't have a bounty.

Earlier today while playing I entered a town with a friend and was stopped by the guards and asked to pay a fine when I had committed no crime. I had some stolen items on me and when I refused to pay 6 guards appeared from thin air and quickly killed me. Even pulled me through a wall with that attack they have. That was a new one for me.The fine was only 124 gold but as I didn't commit a crime and had no bounty I wasn't going to pay it so I didn't lose my stolen items that were all worth 100 gold or more. If I had a bounty than I could see this as a fair deal but since I didn't I feel like the game bugged out and maybe you should take a look at the programing for the guards. Thanks. And by the way love this game.
