I have been in this delve for two hours killing the other two bosses and "Blighttooth" hasn't spawned yet.

nexxus_ESO✭✭✭Cyro delve bosses do not spawn on the same timers as PVE delve bosses. 2 of 3 bosses with a 15 minute timer between (At least that's what I remember it being) after only two hours sounds like bad RNG.
It's still annoying, but maybe hop to another delve, clear that, and then hit Potholes again and see if your luck has changed. =P0
