Pve and pvp proc set nerf because they were over performing in both scenario's.
The actual dps loss of the proc set nerf won't be that big anyway? Even less if they increase cp cap.

Jokes aside, I'm curious how making health more desirable will impact DPS overall. I can't see one gaining without the other stats losing (stam/mag).

I don't understand I thought people thought proc sets were too OP. Why complain about balancing them?

The hate was for those 5pc proc sets like Viper.
ESPECIALLY Viper.
But the nerf is also hitting 2pc proc sets, like the Monster sets people use in PvE like dungeons and trials. Its trading one evil for another.
