What doesn't make sense is since Khajiit and Argonians wear longer undergarments, that they're completely exposed and obvious with the costume, which would presumably be the only thing worn around the torso area. you may Think it is Breaking your immersion, but, it is actually "Lore"
there is a Gang of Wild nords in skyrim called the "Foresworn" whom wear this exact clothing and it does show buttox!

Your character looks like Morrigan from Dragon Age
My husband noticed it immediately. He assumed it was a deliberate choice and was very complimentary of the designer's attention to detail.
I've been around ESO a lot longer and am cynical enough to assume it's a bug. But he could be right.
