Looking through Tamriel maps online some do show a smaller island in that location and a bigger island further south while others show only the big island in Topal Bay.Was there a small island with a tower in that location in Oblivion?

I have been exploring the normally inaccessible parts of the ESO maps since the early beta days.
While a lot of those early holes in the world mesh have since been fixed by ZOS, there are still some spots left where one can leave the confines of the world map and venture out into the unknown.
This usually involves some creative jumping, either on horse or on foot, swimming through Slaughterfish infested waters and sometimes even requires the Sorcerer skill "Bolt Escape".
I am *not* going to show the exact spots and mechanisms for each map on where and how to exit the world.
However, i will point you in the general direction.
Just so you're aware if you get caught doing this you can be banned. People have been banned off-mapping/wall breaching before.
There was a group one time who figured out how to do this near a Dolmen and exploit by fighting from off-map... needless to say they aren't playing these days.
iirc telling other people how to break the ToS, even if only "in the general direction" is also grounds to get in trouble. You personally exploring probably won't get you caught... teaching people who may have malicious intent how to do this though...
