I expect in fullness of time, they Will add more zones.

As has been mentioned, Vvardenfell and Murkmire are coming. More places may also come, in due time, either as big "orsinium" style DLC, or as small "Guilds..." style installments. And I will eagerly await either option...

But as food for thought... this is rumored an ESO map from alpha development, (as you can see, many plans changed since then):

And for anticipation, there is this truly nifty map a certain person made ( many thankings to @Enodoc )

See all those zones? Each and every one of them may come as DLC someday, as long as ESO keeps being profitable for ZOS... ;)

Vvardenfell was datamined, and in theory we still have Murkmire coming (no official announcment for either).

Vvardenfell: The massive Island north of Stonefalls. I'm still kinda suspicious it won't be one zone, but, I guess we'll see.

Clockwork City may include some of the peninsula east of Vvardenfell. It could also just be the city itself. We don't know.

Murkmire: South of Shadowfen, connecting with the Nibonay Basin.

I vaguely remember someone finding parts of Skingrad in the live game ages ago. So that would be the space between The Gold Coast and Cyrodiil.

Beyond that, there were some very early maps which included a bunch of zones that didn't make it into launch, which may still serve as a rough roadmap of places to come.

By 2030 we might actually have the whole Tamriel map completed and then we will fianlly be able to move on to other continents on Nirn:

Based on the in-game map, it looks like it's about the same landmass as Wrothgar when you take Red Mountain into account. I have mixed feelings about this, but at least it would make it more likely to get Vvardenfell as one zone.

I broke free of the map and explored the area myself, and Skingrad was indeed there (though it was almost entirely made of placeholder maps). However, that region of the map also included the area where Anvil should be, so this shouldn't be taken as an indication of what we will get in the future so much as an indication of what they had intended to do in the past.

Well, since this is a MMO the developers will add as much content as they can in order to keep/attract as many players to the game as possible. So in theory the developers may end up adding territories to most if not all of Tamerial. So in other words, some day players may be able to travel everywhere on the map, including areas that are currently blank.
