The only parts I like are the Robe and Hood.
Besides it's impractical to wear heavy winter clothing when the only zones that have cold weather is Eastmarch and Wrothgar. I'd like to see people wearing a full set of this in the Alik'r.

I don't hate it but honestly I don't love it, so I don't mind the fiasco or not having it.
Some of the weapons look good. Definitely. But comparing the armour to what was in Skyrim, I prefer the Skyrim models.

ESO's frostcaster screams 'eskimo' to me. Skyrim's has a more Morrowind chitin style to it.
