Tenacity is reduced in Werewolf?

I've been using Werewolf since way before Heavy Armor was buffed, proc sets, all that stuff and I realized that Tenacity suddenly gave back less Stam in WW. Idk if it was the New Life Festival Patch or what, but back then Tenacity would work fine with Werewolf. I'd always end up getting less Stam back than if I was in human form and I have all the WW passives unlocked. Any chance the devs could look into this?

While tenacity may not be broken, note your stamina increases while in werewolf form thus the return % is lowered.

What does break is the pursuit passive, after death this passive breaks for Werewolf, only changing zone, or relogging will fix it.
