***ANSWER & SOLUTION for EVERYONE!***
(I hope that you all will find the enclosed info to be beneficial/insightful/awesome, & helps to resolve the issue many ppl have in regards to Freezing/Framerate/skipping issues.)
Hello EVERYONE whom are having FRAMERATE/SKIPPING Problems.
Believe me when I say that I understand "freezing!" lol, I'm Canadian! lol.
Seriously though, ... is your ps4 connected to the router wirelessly or directly?
If you are connect directly,
Releasing the dchp, clearing the protocols periodically or when freezing occurs, can significantly improve or often correct some the issues regarding freezing for many on console. Below are several potential solutions and answers which often correct the majority of these issues.
To do this;
1. go to ps4 settings.
2. go to internet settings.
3. click on "Test" or "test internet speed" & after the test, see if the speed closely matches thd speed which you have by your provider. Please keep in mind, that the more devices which you have that connects to your (router)/(internet) - some speed gets allocated/reserved for those devices. - so if yo at least half 2/3 to 3/4 of the speed. Then your good. However, if not, ...continue to follow the steps and procedures below.
4. click on set-up new internet.
5. follow the prompts. just click automatic. "wired" (assuming you are wired directly)
6. The set-up is instant. Then click on "Test" at the end of set-up. Your "ip" (internet protocols) have been released and renewed. Meaning the playstation has grabbed a new & the fastest ip for your unit with the mkst bandwidth currently available.
The above; in turn, often corrects the frame-rate dropping for many.
However, if the above fails to "Resolve" your issue. Please continue reading (below) for the highly recommended "next procedure"
*** Consoles are basically "computers."***
They have an HDD (Hard-disk Drive).
in theory, supposedly, defragmentation is not neccesary for console. But in fact, I am of the opinion & believe this to be false, derived from my experiences as a former programmer/Tech).
Okay, This "NEXT STEP" I highly recommend for any avid heavy PS4 Gamer! This "PERSONALLY REALLY helped my OVERALL framerate" and saved me alot of future grief.
Ps4 - Has a "SAFE MODE" yes, it is "Safe!" lol.
Online, or at the official playstation "help & knowledge base" you can find the "steps & procedures" to place you ps4 into a safe mode temporarily. This is done in conjunction by utilizing the "power-button Hold Technique"
***IMPORTANT NOTE::: ***
Before proceeding, "PLEASE" make sure that you know your "ACCOUNT EMAIL & PASSWORD" - if not, then contact sony via phone for assistance with password reset. ***
continuing:
Once in "SAFE-MODE" there will be a series of selections. You can select by number 1 through ..7 or 8. something along those lines.
I believe that it is either "OPTIONS" 3&4 or options 4 & 5. - U will ne able to confirm this when follow the knowledge base steps & procedures.
The first option selected (Rebuild Library) (numbers mentioned above) - Will do a "REPAIR" of the "DLL" (Dynamic Link Library). - basically meaning that the dll's which make programs/games run smoothly, including frame-rate and skipping etc. will be rebuilt. Any potential leftover dll's from previously uninstalled games/apps etc. will be removed. (Basically, the remnants of leftovers tidbits of code no longer used by your system and does NOT receive updates from those previously uninstalled games of the past).
The above will improve overall stability & performance of your system, including the execution of games/apps/functionality etc.
The next "Selection" 4 or 5. whichever it is. It is a type of "DEFRAG" - And is ABSOLUTELY FANTASTIC! and shod be done every now amd then. When you select the "restore system defaults & settings"
You will NOT "lose any games or Saved Files"
However, you will need to reinsert your email & password afterwards.
The above "method" corrects a whole host of problems. This one did wonders for me & my friends, & everyone I whom I assisted in regards to ps4 issues and framerate issues.
If ESO is what you mainly play The file or folder location is under constant use. Read & write of the hdd. This "DOES" becone heavily "Fragmented" just like a computers gaming file.
When you follow the steps above. The, for example: "ESO" gaming file gets reallocated to another section of the hdd. (hard-drive). This in turn, well, it is lie having a fresh install. This will SIGNIFICANTLY improve the latency, speed of your ps4, the speed of the loading of games, increase smoothness of games, and so much more. Basically, it removes the hdd lag.
Almost as if your ps4 was brand-new!
I am confident, that after you follow the above procedure. Your framerate, "FREEZING" will be at a minimum.
***Additional Info: & (Troubleshooting)***
1. Please check the available space on your hdd. If you are in the "Red" due to having alot of big files installed. You might want to consider removing some games which you no longer play.
2. Backing up & Removing old Saved files no longer in use from previously installed games or "Streamed" games from "ps now" etc.
3. (YOUR TELEVISION make & model - HDMI port & latency). -- Depending on which television and model you own. This also plays a "ROLE" in framerates. Your ports and the hardware of your tv. has certain capable speeds. You can review that info online and also see reviews for (recommended televisions for gaming).
4. Believe it or Not! (no, not ripleys. lol).
But yes, HDMI CABLES can get burned out! Most ppl do not think of these things. Or just do not know. Electricity generates heat. Metals contract and expand. Hdmi cables/ethernet cables are no different. They consist of thin wire filaments. Also, Quality of cable does make a difference in this regards as well. Signal capability, bandwidth, etc.
*Sometimes, "REPLACING THE HDMI CABLE" can fix framerate problems and/or skipping.*
5. Lastly, and yes, depending on circumstances. Readjusting or lowering "resolution" on console amd or television can "FREE-UP RESOURCES" thus, allowing your games to function more smoothly overall.
6. (This Painstakingly LAST RESORT) Also fixed a previous Frame-rate issue! and Also recommended. ***=== UNINSTALL & REINSTALL ESO. - (same concept as above) - Reallocated ESO game files to a new sector of the hard-drive. And corrects and corruptes ESO files. This too... worked very well as a Final solution.
7. Absolutely the potentially last thing to do. yes, unfortunately is "REPLACE your HARD-DRIVE!) - over the period of 1-3 years of heavy extensive use. A hard-drive begins to wear-down. Naturally. This is inexpensive, as it is a laptop hdd.
(Advice though) - Do not waste money on a "SSD" (Solid State Drive) Because the differences on noticeable speed is very minimal due to the 800mhz frontside bus speed of the ps4. - However, a regular drive with a small "SSD Cache" is great! and a difference is noticeable. Load times are significantly improved, amongst a few other noticeable tidbits.

***** The Above info is the best answer which I can offer for the time-being. There are more things which can be done or looked at. However, I hope you can appreciate and "accept" this answer. It has taken me awhile to type this out on a cellphone. lol. ***
