This achievement doesn't have to be completed during the quest. Jorunn and Emeric are in their faction areas respectively. Look for Emeric at Wayrest castle and Jorunn ist most easily found in the small house near the enchanter in Windhelm.
Oh, and you need either the eternal mudball or the one time usable mudballs, which you can get from the reward boxes. Just quickslot them to use.
