It is best to not put any attribute points into health unless you are making a specific high health type of build like a blazing shield templar. I say this because all your buffs and passives that contribute to your stamina pool are based off of your base stamina. Your base stamina is that amount of stamina you have with no armor on. So, attribute points put into stamina will be added into that calculation but stamina from gear will not be added into that calculation. If you need more health as a dps character you should get it from your gear or food, not your attribute points.
Should I put a few attribute points into health? Playing as a stamsorc bow user. Level 42, current health is only 12k.
The goal is to achieve hit points to survive and react to a burst of DPS(most anyway).
25K is bare minimum depending on your abilty to resist/mitgate damage including dodge/block/shield etc.. Also a player with lower CP will likely need more then a player at CP cap.
The easiest way to adjust is through the health attribute versus say armor enchants. Attribute resets can be purchased for a reasonable amount of gold and thus offers more flexibility in finding that sweet spot for you. Thus it is also easier to adjust as your character CP grows.
Sheuib makes a good point about attributes long term though. Find that sweet spot and twink armor so that all your points go into your primary attribute at the end.
