item tooltip right stick scrolling resetting to top of tooltip PS4

Not sure if this is same in Xbone but on PS4, when you're in inventory and you're scrolling down to see what an item has for set bonus it keeps resetting the scroll of the right stick to top of the tooltip. This is really really really annoying when you're trying to figure out what to keep and what to sell etc.
Anyone else getting this?
