Toppling Charge is not a single target projectile

I should not stun myself and take damage when I Toppling Charge an NPC on a flag that puts me in a Total Dark bubble.

Yeah the Cyrodiil guard reflect uses some super outdated mechanics. Reflects brawler bleed, dawnbreaker dot and all kinds of other things. This could really use an update to behave like player reflect skills.
