This is location specific for me. I can log into every character except the ones in Belkarth. If I log into a character somewhere else, then port to Belkarth, it goes to eternal load screen and times out, and I am unable to log back into that toon.

Last night I was grinding in a public dungeon, and while I was in the instance everything was fine. Once I left the instance, the lag was terrible. Also, Guild chat seems to be responding normally, where as Zone chat takes about 30 seconds for any messages to appear after typing them.

I would actually believe this if it was only a few players that had the issue. BUT, ALL 12 players were booted at the same time back to character select screen... not out of the game (timeout)... but back to character select screen.
In addition to this, Everyone is from all over the world. We had players from Canada, Eastern USA, The Mid-West, California, and Australia playing with us all at the same time, and so I doubt that every one is routed through the same networks.
There is something seriously horrid going on with these servers, and yes, I do feel ZOS is to blame due to not keeping up with regular weekly maintenance. Everyone is complaining about the lag spikes, and the rubberbanding, rollbacks, and not being able to sign into certain character, etc, etc.

Yeah. I am not saying your are wrong, so don't think that. Heck I can't stay connected for more than 3 minutes, I am just trying to shed light on something that might also be contributing to the issues.

Just because you're from all over the world doesn't mean your connection doesn't funnel through a specific host connection, in this case ATT. I'm timing out before even reaching the ZOS IP.

Just because you're from all over the world doesn't mean your connection doesn't funnel through a specific host connection, in this case ATT. I'm timing out before even reaching the ZOS IP.
It looks to me like that last working hop is in Dallas Texas, so the world connections are probably all funneled to that one router in the stream.
I've never seen rubberbanding in ESO, but I am always surprised when I see another rollback.
