There is no single best setup. It always depends on what your group is doing.
One pretty popular combination is 5 spc + 5 aether (lightning staff on back bar) combined with either dsa restro + kena or a 2 piece monster set.
Ok. So heavy guardian helm. Medium guardian shoulders. 5 spc pieces. But then what? Sanctuary or combat guardian?
I would recommend Twice Born Star and then pick your two favorite Mundus. I prefer Magic Recovery (The Atronach) and Healing (The Ritual). Though I'm probably in the minority on that as there seems to be a lot of disdain toward the Healing Effectiveness passive by Templars on this forum. Why I'm not so sure, because it makes a big difference with me.
If you are looking for a 4 piece set up - then I would consider The Healer's Habit or Trinamac's Valor.
As the other's have said, it depends on your situation.
If you are a trials healer, you are expected to be primarily buffing allies and debuffing enemies so people go SPC + infallible aether and if the other healer has IA then go worms or twilight remedy. Always wear SPC.
In a dungeon, you can do more damage so some go for TBS or Julianos. Some like to wear Kagrenac's Hope because it has a really fast res time if you expect to be resurrecting a lot.
I have worm, aether, spc and I'm working on twilight remedy and healing mage. Would also like gossamer. I had heard that healing mages 5 piece works in Pve but I'm doubting it. Oh and I have a gold set of Transmutation. I use a precise Masters resto or a defending Maelstrom resto. My back bar is a nirnhoned lightning maelstrom staff.
